France and Belgium, like Luxembourg, prohibit online prescription sales, and nonetheless regulate home handover: Belgium by reserving it to registered pharmacy professionals. That is the path proposed here, resolving that contradiction: the pharmacy that hands over, not the anonymous parcel.

The rails are coming

January 2025: bill 8491 creating the Luxembourg Medicines Agency is tabled. March 2025: the European regulation on the health data space enters into force. October 2025: launch of the national DigiSanté programme. 2026-2027: expected adoption of the new European medicines code. March 2029: European deadline for exchanging electronic prescriptions. By 2029, the prescription goes digital either way; the question is whether the handover framework will be written before, calmly, with the profession, or after, under pressure.
